19 of the Russian's 21 championships have been earned on hard surfaces
A comeback Daniil Medvedev claimed his initial title for nearly 30 months with success over opponent Moutet in the tournament final.
Medvedev, a former number one, has had a torrid season, winning just one match at the Grand Slams and undergoing a setback at the US Open.
Medvedev's unpredictability on the professional circuit - and difficulties with his service game in specific - led to him falling of the world's top 10 and ultimately parting ways with long-time trainer his previous coach.
Now training with Johansson and Rohan Goetzke, the tennis star has gradually improved in the last few weeks - peaking in a tightly fought three-set victory over Frenchman Moutet.
It is his maiden championship since the Rome competition and maiden on a hardcourt after spring of the previous year.
Success also signifies he has achieved twenty-one victories at 21 various events.
"For the first time I am participating in a event with my two daughters at once, so to secure a trophy is really nice," stated tennis professional Medvedev.
"This victory is in tribute of my younger daughter her name, because the initial championship I achieved when my child my daughter was delivered was for her."
The tennis star, the past champion, had failed in his last six championship matches, featuring in Halle in the past months.
His counter-punching strategy and frequent outbursts on court had prompted some to wonder if his skill to play at the highest level was over.
However the player has made changes in the last few weeks, striving to come to the net and play positively, backed up by an improved serve.
Medvedev fought back from a break down in the first set against the challenging Frenchman, securing four of the last five exchanges to go ahead.
The competitors swapped breaks in the middle set before the Frenchman, attempting for his maiden ATP Tour championship, took control to force a final set.
Moutet saved four early-game break points in a close final set before Medvedev secured a break to fifteen to secure the win.
Appropriately, he earned victory with a point at the front of the court, with his opponent incapable to control a return after a lengthy match.
